Duties And Responsibilities & Minimum Requirements: The Assistant Director for Resources & Access Management selects, negotiates, and manages resources that comprise the Dahlgren Memorial Library [DML] collections, manages the Library’s integrated library system and electronic resource management system, and manages the Library’s access and delivery services, including III, Reserves, ILL, and the library website to ensure that high quality resources are readily available in support of academic, clinical and research missions of the Georgetown University Medical Center [GUMC] including the School of Medicine [SoM], School of Nursing and Health Studies [SNHS], Lombardi Comprehensive Cancer Center [LCCC], the Biomedical Graduate Research organization [BGRO] and the Georgetown University Hospital [GUH]. This librarian serves as the manager for the library’s integrated library system and electronic resource management systems which ensure access to the collection. To this end, this position guides, develops, configures, and manages the library’s digital presence in order to facilitate efficient access to resources by faculty, students, researchers, and staff. This position negotiates all levels of licensing contracts with vendors and resource providers. The Assistant Director for Resources & Access Management has independent oversight of 66.67% of the Library's budget – approximately $2,000,000.00 and manages the Library’s on-going transition from print to electronic resources for all format types, including, but not limited to, journals and books. As assigned by the DML Director, in collaboration with the DML Associate Director / Chief BioMedical Informationist, and other DML colleagues, this position participates in informatics, orientation, educational, clinical care and reference and outreach / liaison activities and contributes to the DML and GUMC programs by working collaboratively on library-wide and GUMC initiatives. Responsible for daily operations of the DML resources team and availability of resources in both print and electronic form. Initiates and manages access to the library’s print and electronic resources and services, [in collaboration with Lauinger Library when applicable], including maintaining and managing the integrated library. system and the library patron database; managing and overseeing the Library’s Reserve Services and ILL services as well as Washington Research Libraries Consortium activities. Manages, organizes, and represents print and electronic resources in the library catalog, electronic resource systems, and on library web pages. Coordinates communications with other library departments regarding electronic resource access issues and triages technical problems. Manages shelf / stack space as the library decreases and de-acquisitions print materials, and plans the acquisition, when appropriate, of electronic back files. Resolves system-related service issues, coordinating problem resolution as needed with DML users, DML staff, and Lauinger Library. Initiates, manages and analyzes the DML budgets for acquisition, licensing, implementation, technical maintenance, and life-cycle of the library’s electronic and print collections, [in collaboration with Lauinger Library when applicable], including identifying resources and vendors, establishing trials, evaluating and coordinating purchase options, negotiating licensing terms, configuring and coordinating access in library systems and library website, and monitoring billing, payment, and budget information. Manages the Library’s website in close conjunction with the Digital Information Services Librarian to insure access to resources and services by integrating emergent technologies and managing website re-design and maintenance. Maintains working knowledge of various electronic resources; issues related to licensing; issues related to scholarly publishing, and copyright; emerging trends in information technology; and issues related to electronic resource management systems and integrated library systems. This includes the maintenance and management of an open URL resolver and ERM system. Compiles and analyzes fiscal and resource statistics for use in collections management and budgetary decisions. Serves as a resource to patrons, staff, and other university departments on licensing and copyright issues. Directly responsible for leading collaboration efforts with librarians, library staff, University faculty, staff and students in evaluating DML’s print and non-print resources, implementing changes as required. Supervises integrating resources into the daily activities of faculty, staff and students. Represents DML on intra-library and intra-campus committees related to licensing, collection management, copyright, scholarly communications, and related issues. A key participant in the design, implementation and management of Georgetown University’s digital library presence, including efforts such as Digital Georgetown. Coordinates statistics recording efforts and compiles statistical and narrative reports. Organizes and participates in appropriate instructional services and programs in support of the medical and health sciences curriculum, especially in the use of DML resources. Creates and updates electronic instructional material, as needed and in conjunction with other departments. Supports online classes, orientations, instructional modules and other educational resources, as needed and in conjunction with other departments. Provides direct information and reference services in person and electronically, primarily but not solely related to “collection triage” as part of the DML Reference-On-Call Team. Serves as a member of the DML management team. Participates as needed in other DML projects and multiple cross-departmental teams, including DML workshops and seminars as assigned by the DML Director. Contributes to DML grant proposals and participates in implementing funded grant projects. Represents the Library at appropriate GUMC committee meetings. Cooperates and collaborates with other DML staff to achieve library goals and objectives and to provide efficient and effective service. Performs other duties as requested. New responsibilities include independent decision making about electronic resource acquisition and management; independent responsibility for management of budget constraints regarding material acquisition; independent training and supervision of staff members; and new, more complex requirements for experience with electronic resource management systems and integrated library systems Mandatory skills include vendor, publisher and ILS systems experience; background or experience in managing electronic resources, content management and licensing efforts; working familiarity with issues related to licensing electronic resources, electronic resource management and digital libraries Master’s degree with knowledge of computer hardware, operating systems, office applications, and Internet applications (including Web and e-mail clients); creation and publishing of web documents; database creation and management skills; budget management experience; vendor, publisher and III systems experience; background or experience in managing electronic resources, content management and licensing efforts. Knowledge of issues related to licensing electronic resources, electronic resource management and digital libraries Five or more years directly relevant experience required. ALA accredited Master's degree in Library Science; knowledge of electronic resource management systems and integrated library systems. The deadline for applications is July 31, 2009.
