Course Description:

The purpose of this course is to provide a close examination of the legal powers of administrative agencies of the federal government, and the role of federal administrative agencies vis-à-vis the courts, Congress, and the Chief Executive.   Among the topics that will be examined are federal rulemaking, agency adjudication and enforcement actions, legislative and executive oversight of federal agencies, responding to agency subpoenas and requests for information, and judicial review of administrative action.   Students will become familiarized with methods for researching the regulations and decisions of federal agencies, as well as with the Administrative Procedure Act, the Freedom of Information Act, and other statutes related to open government and obtaining access of information possessed by government agencies.
