Thomas Garin, M.S., Lt Col, USAF

Tom Garin teaches on the graduate and undergraduate level at the Joint Military Intelligence College (JMIC). As Chief of Organizational Development at the National Reconaissance Office (NRO) he used a balanced scorecard approach to link human resource policies with the overall NRO mission. He also worked for Vice President Gore's National Performance Review on a performance measurement benchmarking study to help government agencies prepare for the Government Performance and Results Act. He holds Master's degrees in Operations Research and in Public Administration.
