Elvis Oxley is President and founder of Oxley Consulting, LLC, a full service government affairs firm advancing the legislative needs of companies by educating Members of the US Congress as to the benefits of change. Prior to Oxley Consulting, Elvis Oxley served as Senior Director of Government Affairs for The Cosmetic, Toiletry and Fragrance Association where he directed Federal programs and policy outreach. He modified CTFA’s 113 year-old legislative strategy to focus on educating Congressional spouses and staff, instituting innovative and educational Congressional outreach programs such as makeovers for VIP’s at the annual First Ladies Luncheon; launching the first annual “Capitol Hill Fragrance Day” and arranging numerous corporate site tours. In addition, Oxley monitored Congressional legislation and effectively subdued legislation that could have been detrimental to the industry.

Prior to CTFA, Oxley was the Executive Director of The Ripon Society, a moderate Republican outreach organization. He increased corporate membership by twelve percent (12%) and maintained a ninety percent (90%) retention rate, increasing funds raised to over $1.2M annually. He and his staff of seven oversaw the first annual Ripon Policy Conference featuring twelve Congressional Members, six Chiefs of Staff, and nearly 100 Ripon members openly discussing detailed policy agendas. Reaching out to Members of Congress in their own districts, in order to highlight necessary policy reforms, was paramount to our success.

Previous careers all centered on marketing communications within the aerospace & defense and telecommunications arenas.

He is an active member of the US Chamber of Commerce Small Business Council, Capitol Hill Club, Congressional Friends of Canada Caucus, National Italian American Association, and the American Marketing Association. He has been active with the American League of Lobbyists, American Society for Association Executives, and the National Association of Business Political Action Committees. He co-founded the Downtown International Club in 2003 in order to promote cross-cultural relationships amongst Congressional staff, government affairs professionals and other DC-area colleagues.

Oxley graduated with a Bachelor of Arts from The University of North Carolina at Chapel Hill, the nation’s oldest public university. He is currently enrolled in at The George Washington University’s Executive MBA Program in Washington, DC.
