Catherine Lotrionte, Professor, Academic Seminar "Law: Ethics and Leadership"

Catherine Lotrionte Yoran, J.D., New York University; M.A. in National Security Studies, Georgetown University. Mrs. Lotrionte is currently a Senior Fellow at the Institute for International Law & Politics at Georgetown University. Just prior to joining Georgetown University full-time she was Counsel to the President’s Foreign Intelligence Advisory Board at the White House for four years. At the White House she worked for the Chairman of the Board, Lt. Gen. Brent Scowcroft (Ret.) and 15 other Board members. Before working at the White House she served as a counsel to the 9/11 Joint Intelligence Committee. Prior to that position, Mrs. Lotrionte was an Assistant General Counsel at the Central Intelligence Agency, where one of her roles was to serve as a legal advisor on international law. Mrs. Lotrionte also provided legal advice relating to foreign intelligence and counterintelligence activities, covert action and international terrorism, the Classified Information Procedures Act, the Foreign Intelligence Surveillance Act and Executive Order 12333. Prior to serving at CIA, she served in the U.S. Department of Justice in the Southern District of New York. Mrs. Lotrionte is an Adjunct Professor at Georgetown University, School of Foreign Service, where she teaches courses on US Intelligence Law, International Law, and U.S. Foreign Policy. Her recently published articles include When to Target Leaders, The Just War Doctrine and Covert Responses to Terrorism; and two co-authored articles, Congress Goes to Court: Past, Present and Future of Legislative Standing and Information Warfare as International Coercion: Elements of a Legal Framework. Mrs. Lotrionte is a Term Member of the Council on Foreign Relations.

Anthony Arend, Curriculum Advisor, Semester in Washington Program & Professor; Director, Institute for International Law & Politics

Dr. Anthony Clark Arend is the Curriculum Adviser for the Semester in Washington, Law program being offered this summer. Dr. Arend has an extensive background: he is a Professor of Government and Foreign Service at Georgetown University. He is also the Director of the Institute for International Law & Politics at Georgetown and an adjunct professor of law at the Georgetown University Law Center. Prior to coming to Georgetown, he was a Senior Fellow at the Center for National Security Law at the University of Virginia School of Law. He has also served as an Articles Editor for the Virginia Journal of International Law.

Dr. Arend's teaching interests are in the areas of international law, international organization, international relations, international legal philosophy, and constitutional law of United States foreign relations.

Dr. Arend received a Ph.D. and an M.A. in Foreign Affairs from the Woodrow Wilson Department of Government and Foreign Affairs at the University of Virginia. He received a B.S.F.S., magna cum laude, from the Edmund A. Walsh School of Foreign Service at Georgetown University.

Gabriel Pellathy, Internship Advisor

Gabriel Pellathy serves as the Chief of Staff of the U.S. Commercial Service at the U.S. Department of Commerce. In this role, Mr. Pellathy is responsible for management of domestic and international operations of 1,600 employees in 110 U.S. cities and 80 countries. In addition, he directs the implementation of the Commercial Service’s worldwide priorities and policies in helping U.S. companies to export.

Previously, Mr. Pellathy served as Senior Advisor in the Commerce Department developing policies affecting U.S. exports, focusing on sensitive technologies critical to U.S. national security. During his tenure, he served as overall policy and staff coordinator in a 400-person agency with policymaking, regulatory and law enforcement responsibilities promoting U.S. leadership in critical industry sectors. Prior to joining the Commerce Department, Mr. Pellathy was an attorney for Intergovernmental Affairs and Public Liaison in the Office of the U.S. Trade Representative.

Mr. Pellathy was raised in Latrobe, Pennsylvania and received his J.D. from Cornell Law School. He completed his undergraduate studies at Saint Vincent College, where he currently serves on the advisory board of the McKenna School of Business, Economics, and Government. He is a Fulbright Scholar, a term member of the Council on Foreign Relations, and a U.S.-Japan Leadership Program Fellow and Executive Committee Member.
