The
publication of this book by Gerard Martin and Miguel Ceballos on
the experience of Bogotá as an example of success in public management
in the resolution of such difficult problems as those of public
insecurity, is a source of special pride for the Center
for Latin American Studies (CLAS) of the Edmund A. Walsh School
of Foreign Service of Georgetown University. As the authors
document, the extraordinary experience of Bogotá under the leadership
of Mayors Peñalosa and Mockus demonstrates how the decided effort
of local authorities, acting with perseverance and imagination,
and transparently and democratically adding the input of the community,
can contribute notably to a reduction in citizen insecurity.
This is a valuable experience for small cities, especially in conflict
zones where there are today greater homicide rates. The reduction
in homicide rates in Bogotá is a paradigmatic example of the importance
of public management in the resolution of the most difficult problems

"Programa Departamentos y Muncipios Seguros"
Since 2001, Georgetown’s Colombia Program has been focusing on ways
to strengthen municipal and departmental policies to prevent and
reduce crime and violence. Crime, delinquency and terror in Colombia
have regional and local dynamics; therefore, appropriate regional
and local prevention policies are relevant in the context of a national
security policy. Only recently, in the domestic security crisis,
have local governments started to seriously carry out their constitutional
responsibilities regarding security issues in their respective jurisdictions.

governor and public officer at the different levels of government
