Security Sector Reform: Workshops in Colombia

Phase 1.                 Increasing Awareness and Training (March-December 2004)

This phase made use of USAID funding in the amount of US$81,260.

The First National Seminar of Governors and Department Commanders, March 2004 (Primer Seminario Nacional de Gobernadores y Comandantes de Departamento)

Oriented around explaining to the authorities the importance mof including themes of coexistence and citizen security in departmental development plans.

28 governors and 32 departmental police commanders.

 

The First Series of Departmental Forums, April - May (Primera Serie de Foros Departamentales)

8 regional workshops were held, where tools for local administration of coexistence and citizen security policies were explained.

385 mayors, 123 secretaries of government and 220 municipal council presidents.

 

National training to Secretaries of Government, Departmental Operative Commanders,  Operative Commanders, and Department Management Heads (June)

Training in planning for coexistance and citizen security

32 secretaries of government, 32 operative commanders and 32 management heads.

 

Departmental Forums (June – November)

For the creation of local plans of coexistence and citizen security.

802 municipal mayors, 316 secretaries of government, 1,107 police commanders, 703 council presidents, 236 special invitees

 

  

Phase 2. Partnership in the formulation of Integral Security Plans (Planes Integrales de Seguridad), January – December, 2005.

In this phase, there was financial support from USAID in the amount of US $115,962 for the national component. There was additional OIM/ USAID support in the amount of US$247,797 for intensive DMS programs in municipalities in demobilization zones (Monteria, Cucuta y Area Metropolitana, Buenaventura, Apartado, Chigorodo, Carepa y Turbo).

Second Series of Departmental Forums (March-May)

Work together to create integral coexistence and citizen security plans for 2005 and part of 2006.

 

 

Training conference directed at the 20 local mayors and the 19 police Commandants, as well as the Commandants of special services of the MEBOG

Training to mayors and police Commandants of Bogota in coordination with the administration of the “Comando de la Policía Metropolitana”

Strengthen the eight “Regiones de Policía” as the units responsible for the design, implementation, and evaluation of macro lines of action in security and public order,  in cooperation with the governors and other security and justice agencies of the state.
