William Morgan

As a public diplomacy officer in the Foreign Service, Bill Morgan was Minister-Counselor for Public Affairs at the U.S. Embassy in Tokyo during 2004-2007, where he was responsible for Japan-wide public affairs operations. This was his fourth Foreign Service assignment related to Japan. He previously served as Tokyo Press Attache; and as Public Affairs Officer at the American Consulate in Fukuoka. He headed the Japan-Korea desk for the U.S. Information Agency during 1989-1991.

Other assignments have included: Counselor for Public Affairs, U.S. Embassy, Budapest; Visiting Professor and Director of Regional Studies Programs at the Marine Corps War College, Quantico; Acting Director of the International Visitor Program, Department of State,Washington, DC; and Public Affairs Officer at the U.S. consulates in Maracaibo, Venezuela, and Johannesburg, South Africa. He served in the U.S. Marine Corps (1969-72) and the Marine Reserves (1973-79). Before joining the Foreign Service in 1979, Bill earned a Ph.D. in History from the Claremont Graduate University, Claremont, CA.
