At the closing of World War II the Holy See's Secretariat of State began to give viasas to "those in need of humanitarian assistance," but most of those who received them were Nazi war criminals. The Catholic Church obtained work permits, passports, and exit visas for Nazi's and distributed them with the aid of the ODESSA organization. Many Nazi's escape was facilitated by the College of Saint Jerome in Rome that provided for many via's.

Bishop Alois Hudel was an Italian Bishop who aided many Nazi war criminals escape to South America after WWII. Hudel was nicknamed by Nazi's the "Angel of Mercy" and the "Nazi Scarlet Pimpernel." Bishop Hudel aided Nazi's in part because of his dislike for Jews and his pro-Nazi sympathies, but also because of his hatred for communist. Bishop Hudel hoped that some of the Nazi solider's he aided would be able to end the spread of communism in South America. Some of these Nazi's helped by Bishop Hudel include Walter Rauff, Josef Mengele and Adolf Eichmann.
