The Constitution

PREAMBLE

We, the members of the Korean Graduate Students Association, hereby establish this Constitution on October 30,2000 in order to realize our purposes to the fullest.


ARTICLE I : Recognition of the Name

The name of this organization shall be the “Georgetown University Korean Graduate Students Association.”


ARTICLE II : Purpose

Section 1: The Georgetown University Korean Graduate Students Association is founded to provide an opportunity for all individuals to gain awareness about Korea. The Georgetown University Korean Graduate Students Association seeks to provide an environment that fosters understanding of Korean politics, economy and culture through its sponsorship of social and academic events.

Section 2: The Georgetown University Korean Graduate Students Association understands and is committed to fulfilling its responsibilities of abiding by Georgetown University’s policies.


ARTICLE III : Membership

Section 1: Active membership shall be limited to persons officially connected with the University as enrolled graduate students. In addition, the following requirements are necessary to constitute voting membership:

A. Payment in full of financial obligations as determined by the Georgetown University Korean Graduate Students Association.

B. Attendance at 50% of all meetings during a given semester.

C. Active participation in all activities sponsored by the Georgetown University Korean Graduate Students Association.

Section 2. The Georgetown University Korean Graduate Students Association openly admits graduate students to its membership and does not discriminate on the basis of race, color, creed, sex, national origin, or sexual orientation.


ARTICLE IV : Officers

Section 1. Officers of the Georgetown University Korean Graduate Students Association must be full-time graduate student enrolled at Georgetown University. The Georgetown University Korean Graduate Students Association will be governed by the following means:

A. An elected president (or other designated officer) will preside at all meeting of the Georgetown University Korean Graduate Students Association. The president shall be present at 75 % of the meetings of the Georgetown University Korean Graduate Association. The president is responsible for communication between the Georgetown University Korean Graduate Students Association, its advisory board, and the Office of Student Programs.

B. The Georgetown University Korean Graduate Students Association shall also maintain a Vice President. The Vice President’s duties shall be to preside at all meetings and functions that the President cannot attend. The Vice President will also keep the lists of voting and active members, handle all new members, rule observances at stated meetings, protocol, etc.

C. Association members shall also elect a Treasurer who will handle all dues, accounts, and expenditures.

D. Association members shall also elect a Secretary who will maintain communications with other clubs and organizations.


ARTICLE V : Operations

Section 1. Voting Eligibility
Those members meeting all requirements of active membership by the first Friday of February as set forth in Article III will be eligible to vote.

Section 2. Election Process
All officers shall be elected by a majority vote of eligible voting members of the Georgetown University Korean Graduate Students Association. The election will be held on an annual basis during February of each academic year.

A. The president will take nominations from the floor. The nomination process must be closed and the movement seconded. The nominated parties will be allowed to vote if they are eligible voting members.

B. All voting shall be done by secret ballot to be collected and tabulated by two voting members of the Georgetown University Korean Graduate Students Association, appointed by the outgoing President.

C. Newly elected officers will assume office on March 1st, except in the case of mid-term elections. Officers elected mid-term will assume office immediately after the election.

Section 3. Removal
Any officer of the Georgetown University Korean Graduate Students Association in violation of the organization’s purpose or constitution may be removed from office by the following process:

A. A written request by at least seven members of the organization.

B. Written notification to the officer of the request, asking him/her to be present at the next meeting prepared to speak in his/her own defense.

C. Written notification to the membership.

D. 50% of the voting membership must be in attendance for the vote on removal of an officer. A majority vote is necessary to remove the officer.

Section 4. Replacement
Should an officer resign or be removed, a special election will be held one week after written notification to all voting members. Mid-term elections shall be conducted as specified in Article V, Section 2.

Section 5. Meetings

A. All meetings will occur on a monthly basis selected by the Georgetown University Korean Graduate Student Association and all members should follow the procedure set forth below:

Attendance
Report by the President
Committee Reports
Vote on all committee motion and decisions
Any other business put forward by the members of the association
Dismissal by the President

B. Any members in attendance may voice their opinion concerning matters affecting the Georgetown University Korean Graduate Students Association without infringement by other means.

Section 6. Special Committees
Special committees shall be formed at the discretion of the officers in efforts to further the purpose of the Georgetown University Korean Graduate Students Association.


ARTICLE VI : Finances

Section 1. The Georgetown University Korean Graduate Students Association will finance its activities by the following means:

A. Membership dues (appropriate amount set by the Georgetown University Korean Graduate Student Association).
B. The Georgetown University Korean Graduate Students Association will submit a budget to the appropriate Office of Student Program Advisory Board on an annual basis and request funding appropriate for the effective operation of the organization for each year.
C. The Georgetown University Korean Graduate Students Association will conduct all financial activities in accordance with university policy and place all funds in its University account.


ARTICLE VII : Amendments

Section 1. This Constitution is binding to all members of the Georgetown University Korean Graduate Students Association, but the constitution is not binding unto itself.

Section 2. Amendments to the constitution may be proposed in writing by any voting member of the Georgetown University Korean Graduate Student Association at any meeting at which two-thirds of the voting members are present.

Section 3. These amendments will be placed on the agenda for the next regular meeting of the executive council or other officer grouping.

Section 4. Proposed amendments will become effective following approval of majority vote of voting members.
